The Position:

 

Under the supervision of the Programme Manager, the Field Coordinator organizes, manages and implements daily activities and tasks related to the work and implementation of the UNFPA led GBV prevention and response programme, all envisioned programme events and activities in the programme target regions and municipalities.

Alongside this development work, UNFPA is implementing its three-year GBV Prevention and Response Programme, which aims at strengthening the national gender-based violence prevention and response systems through (i) development and implementation of the national and local legal, policy and regulatory frameworks for multi-sectoral response to GBV; (ii) building institutional capacity, especially at the regional/local level, to comprehensively address GBV cases and prevent future acts of violence; (iii) raising awareness on GBV in the society to reduce tolerance towards GBV within communities; promoting public-private partnerships to address and sustainably fund GBV prevention and response, at the national and community level.

 

 

Job Purpose:

Working within the Country Office (CO) environment, the Field Coordinator supervises the day-to-day work of all Field Monitoring Associates and consultants supporting UNFPA work on GBV in the target regions and municipalities and is one of the key programme team members, playing a vital role in providing guidance, ensuring smooth planning, implementation, and monitoring of programme activities. S/he ensures that all activities are carried out in accordance with the UNFPA rules and procedures as well as donors’ requirements. S/he is responsible for contributing to the achievements of programme objectives and quality management throughout the programme life cycle.

 

S/he works in a client, quality and results-oriented manner in close collaboration with all GBV Prevention and Response Programme personnel, other units of the UNFPA Country Office (CO) and UN Agencies, to exchange information and to ensure smooth Programme functioning in line with the approved work plan, indicators and milestones (Program Results Framework (RRF).

 

You would be responsible for:

 

  • Coordinating GBV Program implementation at subnational (regional, municipal) level, by compiling and analysing information relevant to the UNFPA’s role in the country, drafting Program documents and work plans; and preparing tables and statistical data;

 

  • Evaluating Programme activities, establishing ways to systematically assess achievement and recommending corrective action as required; conducting field visits providing necessary support and coordination to the Field Monitoring Associates and consultants; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports;

 

  • Analysing and interpreting the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention at subnational (regional, municipal) level;

 

  • Contributing to drafting of progress reports required by donors and UNFPA; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;

 

  • Establishing collaborative relationships and ensuring active participation of all relevant stakeholders (the regional executing agencies, implementing partners, experts, government counterparts and other UN agencies and CSOs) to facilitate timely and efficient delivery of Program inputs;

 

  • Ensuring coordination with relevant regional/municipal coordination councils and GBV working groups and information sharing at subnational level;
  • Proactively and substantively supporting and implementing relevant, high-impact advocacy activities and campaigns with key partners, including contributing to development and launch of the national level Government-led information and awareness raising campaign on GBV response and prevention;

 

  • Supporting capacity development activities of the psycho-social, health and legal service providers in the regions to deliver integrated survivor-centered GVB services;

 

  • Assisting in implementing knowledge management strategies and analyzing ongoing experience to capture lessons learned and best practices, sharing these with management for future planning;

 

  • Assisting in resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assisting with organising and conducting of donor meetings and public information events, including preparing relevant background material for these events.

 

Qualifications and Experience

 

Education: 

 

Advanced degree in health, population, demography and/or other related social science discipline.

 

Knowledge and Experience:

 

  • Professional experience and technical ability to manage the project/programme in the field of development and population activities, Gender Equality and Gender based violence;
  •  Good interpersonal skills with experience in networking with partners at all levels ( local governance, donors, private sector, NGOs and local community based organizations);
  • Practical experience in design, monitoring and evaluation of development projects;
  • Experience using office software packages and web-based management systems.

 

Languages:

 

Fluency in English, Ukrainian and Russian is required.
