The United Nations Population Fund in Ukraine (UNFPA) within its humanitarian response program aims to support the health system to
prevent excessive maternal and newborn mortality and ensure access to emergency life-saving SRH services, including CMR.
Through its program activities, UNFPA’s SRH team helps to ensure that the population of severely affected areas along the frontline has access to quality, comprehensive, internationally recommended SRH services in their community by increasing the capacity of GP, nurses and midwives working at the primary level of care. Moreover, UNFPA leads partner coordination in SRH.
SRH humanitarian response in the affected regions should adopt a client, quality and results-oriented manner in close collaboration with UNFPA’s SRH Programme Team, UNFPA implementing partners (IPs), as well as within the cooperation of other UN agencies and international organisations to exchange information and contribute to smooth implementation of programme streams and interventions in line with the agreed upon objectives.
Scope of work: (Description of services, activities, or outputs)
- Integration of SRH service into primary health care level
- Support maintaining close liaison with national and local partners and other relevant stakeholders as required for result delivery.
- Advise on the development of the professional platform for networking and partnership building with the national authorities’ representatives, UN agencies, CSOs and international development organizations or projects.
- Provide support in coordinating with relevant working groups and information sharing including within the UN family on integration of SRH
service at primary level.
- Advise on capacity development of mid level health professionals and family doctors on SRH service provision; conduct collection, analysis and interpretation of data in the field of programmes’ implementation in the target regions and municipalities of Ukraine.
- Whenever necessary, advise on the activities of the health and GBV sub-clusters.
- Perform any other duties as assigned by the supervisor
- Programme implementation, monitoring, evaluation, and reporting assistance
- Advise on the development and implementation of programs related to models of medical care in the field of sexual and reproductive health at the primary level without the involvement of additional human resources.
- Support the SRH team in delivering results as assigned by the supervisor in accordance with the programmes’ documents, communication and distribution plans and result framework, ensuring adherence to donor-specific regulations and requirements.
- Contribute to compilation of draft progress and annual reports, mainstreaming evidence-based approach through utilizing the
programme-generated data.
- Support the team as required by the supervisor) in programme monitoring and evaluation of implementing partners integrating relevant components.
- Contribute to ensuring sustainability of the model of basic SRHR in general practice outpatient clinics by securing government, local authorities and CSOs ownership through active cooperation between and among all involved stakeholders and building of the national institutional capacities.
- Contribute to the common effort to ensure that girls and women specifically the ones from the vulnerable groups, are consulted and
engaged in programmes’ activities design, delivery, and monitoring, and represented in community-level decisions.
- Comply with the established comprehensive monitoring and evaluation system with regards to the delivery of the programmes implemented.
Expected deliverables by the end of the contract:
Strengthening Integration of SRH Services into Primary Health Care
● Developed a guiding document for integrating sexual and reproductive health (SRH) services into the primary healthcare level in the target regions.
● Established and functioning partnerships with national and local partners, UN agencies, civil society organizations (CSOs), and international organizations to support SRH integration.
● Guidelines or training materials developed for capacity-building initiatives for mid-level health professionals and family doctors on
SRH service provision.
● Evidence-based report on the effectiveness and sustainability of SRH integration in general practice outpatient clinics.
Stakeholder Engagement and Networking
● Bimonthly updates on stakeholder engagement, collaboration efforts, and outcomes in supporting SRH integration.
Programme Implementation, Monitoring, and Evaluation
● Monthly reports on the component progress
● Documented evidence of government, local authority, and CSO
ownership of SRHR models, ensuring sustainability and institutional
capacity building.
Capacity Building
● Quarterly update on the conducted training sessions or workshops
for mid-level health professionals and family doctors, with
documented participation and feedback.
Final Reporting and Handover
● A comprehensive end-of-contract report summarizing
achievements, challenges, lessons learned, and recommendations
for future actions.
● Handover of all program-related documents, tools, and resources
developed during the contract period.

Expected travel: Up to 15% of work time travel is foreseen within this contract.
Required expertise, qualifications and competencies, including language requirements:
- MA degree in Health sciences, Public health, MD or equivalent qualifications.
- Minimum 5 years of relevant progressively responsible experience at the national and/or international level (e.g. in project/programme formulation, management, local governance, private sector development.)
- Previous work experience in Health Sector;
- Experience working on similar positions with international organizations/projects will be considered an advantage;
- Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is a plus;
- Solid experience in writing functional specifications would be an asset;
- Working experience in projects funded by international donors is desirable;
- Broad partnership networks in the designated regions will be an advantage;
- Excellent communication and negotiation skills and ability to convene stakeholders and facilitate a policy process among UN,
NGOs, national health authorities and donors.
- Proficiency in MS Office package, Google applications and teleconferencing tools;
- Strong interpersonal and organizational skills, ability to multitask and be detail-oriented;
- Understanding of the main processes and methods of work regarding the position.
- Experience of working with relevant stakeholders from the governmental and non-governmental institutions involved into recovery issues at the national and sub-national levels.
- Knowledge of UN standard operating procedures is an advantage.
- Knowledge of office software packages (MS Office, Outlook, etc.) is required.
- Fluency in English and Ukrainian. Knowledge of other UN languages will be an advantage.
Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
UNFPA provides organizational support to the expert on communication with project partners, and stakeholders at the national and local levels.
UNFPA provides the consultant with access to analytical documents related to the task, the results of previous work, which must be taken into account during the task.
The provision of other services not specified in this Terms of Reference is possible only with the prior consent of UNFPA.
