The position:

 

Under the supervision of the GBV Programme Manager, the Information & Data Management Associate develops and sustains analytical frameworks and data collection mechanisms of the GBV Response and Prevention Programme.

In accordance with the organisational mandate and national development priorities of Ukraine, UNFPA implements a country programme of technical assistance to Ukraine for 2018-2022. Among several priorities, the country programme seeks to contribute to the development of a robust national system of response and prevention of domestic and gender-based violence (GBV), establish functional intersectoral coordination and accountability mechanisms and enhance institutional capacities at the national and regional levels to ensure that majority of gender-based violence survivors seek and have access to good quality survivor-centred services, and Ukrainian society finds GBV unacceptable.

Since the start of the large-scale military invasion of Russia into Ukraine in February 2022, UNFPA implements a comprehensive nationwide Humanitarian Response Plan to provide life-saving GBV and SRH services to women and girls across Ukraine.

Through its GBV Response and Prevention Programme, UNFPA contributes to improving the protection and security of women and girls, and thus, their willingness to participate in community life, including in war-affected communities. Women’s engagement and empowerment in community dialogue, including in displacement, is essential for laying a strong foundation for recovery and sustainable peace and development.

Job Purpose:

The UNFPA GBV Response and Prevention Programme interventions cover all regions of Ukraine and focus on the delivery of the following outcomes:

 

  1. Increased perception of the unacceptability of gender-based violence in Ukrainian society.
  2. Improved equitable access of GBV survivors and people at risk to survivor-centred services.
  3. Establishment of mechanisms of accountability to beneficiaries at the national and local levels.

 

Information and Data Management Associate develops and sustains analytical frameworks and data collection mechanisms of the GBV Response and Prevention Programme, making a strong contribution to the achievement of all outcomes. Information and Data Management Associate oversees the work of Information and Data Management Assistants, ensuring quality of data collection and analysis within the GBV Programme.

Information and Data Management Associate works in a client, quality and results-oriented manner in close collaboration with GBV Programme Team members, all units of the UNFPA Country Office (CO), UNFPA implementing partners (IPs), as well as personnel of other UN agencies to exchange information and ensure smooth operation of the GBV Programme.

Information and Data Management Associate plays a vital role in analysing and sharing information about the performance of Programme-supported services and initiatives to help the Programme Manager and CO senior management make evidence-based strategic decisions. S/he proactively develops tools and mechanisms to collect, verify and analyse data on GBV Programme interventions. S/he monitors and reports on all relevant initiatives focused on GBV information management, including those being implemented by UNFPA partners and local actors. S/he supports the Programme Manager by providing the data and information required to make programmatic decisions.

 

Major Duties and Responsibilities:

 

  • Develop systems, processes, mechanisms and tools for the collection of data on the performance of services, projects and initiatives of the GBV Programme;
  • Design instruments to strengthen accountability to beneficiaries of GBV Programme interventions;
  • Manage data collection process by the GBV Programme, UNFPA IPs and relevant partners engaged in the implementation of the GBV Programme interventions;
  • Utilise available information management technologies, tools, platforms and systems to support the GBV Programme goals and objectives;
  • Adapt appropriate existing IM tools including those available in-country (including from other clusters) and global level;
  • Identify barriers to information collection, analysis and sharing and work with the Programme Manager to develop appropriate strategies which include convincing agencies of the purpose and importance of collecting and sharing data/information by providing a timely, added value service to all stakeholders;
  • Analyse data on GBV service provision, identify trends and explore cause-and-effect relationships to inform GBV Programme strategies and decisions on the improvement of interventions;
  • Develop analytical briefs, presentations, data visualisation products and inputs to GBV Programme reports;
  • Conduct needs assessments as appropriate, design data collection forms, ensuring that the purpose and use of all data collected is clear, questions are simple, clear and easily collectable, highlighting where potential problems might arise; organise and manage the data input and initial analysis and presentation of data for the Programme;
  • Support the GBV Programme planning process by contributing to project proposals and activities design, developing monitoring frameworks and strategies to ensure gender and conflict sensitivity of GBV Programme interventions and their inclusivity and contribution to human rights protection;
  • Manage and oversee the work of Information and Data Management Assistants, ensuring quality control of data collection and analysis, development of snapshots, presentations and inputs to GBV Programme reports;
  • Provide technical support to the GBV Programme staff at all stages of interventions implementation to ensure quality information and data management;
  • Develop the capacities of GBV Programme staff and stakeholders at all levels for better assessment methodologies, data collection, information management and data analysis;
  • Collaborate with GBV Sub-Cluster, OCHA and IM Focal Points in other clusters and UN agencies to facilitate data collection and reporting on humanitarian interventions, share information as appropriate and identify and gather information from other clusters which can inform GBV response and preparedness decisions of UNFPA;
  • Perform other duties as may be required by GBV Programme Manager or UNFPA CO management.

 

 

Qualifications and Experience:

  • Minimum 5 years of relevant professional experience in managing information, data analysis, monitoring or related area;
  • Outstanding ability to analyse information, identify trends and explore correlations;
  • Demonstrable commitment to gender-sensitive practices of information and data management;
  • Sound knowledge of quantitative and qualitative methods of social research, including experience in developing and analysing surveys, will be a strong asset;
  • Strong ability to compile and holistically analyse diverse datasets, including visualising results of the analysis;
  • Experience in handling web-based management systems;
  • Excellent writing skills in English and Ukrainian;
  • Proficiency in MS Office package, Google applications, advanced Excel and Google Sheets skills (e.g. pivot tables, functions, etc.) is essential;
  • Understanding of GIS, geospatial systems and techniques and ability to collect and organise data to support their production (potentially to be produced by others) will be an asset;
  • Knowledge of humanitarian-development nexus and/or areas related to the UNFPA mandate (gender-based violence, sexual and reproductive health, population and development, gender equality) will be a strong asset.

 

Education:

Bachelor’s Degree in Information Technology, Data Management, Data Analysis or in the area of social studies, gender studies, geographic sciences, humanitarian affairs, political science.
