Title:

National Legal Consultant on Support and Protection Services for GBV survivors

Purpose of consultancy:

In 2022-2024, UNFPA Ukraine started implement the projects aiming at strengthening of security and protection of women and girls from GBV by transforming social norms that condone GBV, improving access of survivors to quality assistance and developing coordination and accountability mechanisms at the national and local levels.

Contributing to improving coordination and accountability mechanisms in GBV response and prevention at the national and local levels, the GBV Response and Prevention programme shapes interagency communication and cooperation at multiple levels. It also aims to contribute to harmonising approaches to tackling comprehensive social issues and strengthening the quality of public services to citizens of Ukraine.

The project provides technical support to the Ministry of Social Policy of Ukraine in order to develop capacity to coordinate and monitor response to DV/GBV, including sustainable development of the support and protection services for GBV survivors. Specifically, the technical legal support should be provided while integration of the services for GBV survivors to the community (local) systems of psycho-social support.

Scope of work:

 

(Description of services, activities, or outputs)

The Consultant is engaged by UNFPA as an independent specialist to provide legal technical support to GBV services in accordance with these terms of reference and in line with the conditions stipulated in the respective Individual Consultant Contract with UNFPA.

 

The fulfilment of the above assignment envisages performance of the services as  as listed below:

 

  • analysis of national and local legal framework to explore gaps and challenges for equitable access of GBV survivors to GBV services, specifically in the light of the transferring of the services to the ownership at the local level;
  • drafting recommendations to improve the legal framework ad the procedures to improve the equitable access of GBV survivors to GBV services, which are scaling up at the community level, including PSS Mobile teams and survivors relief centers etc.
  • contributing to development of the national mechanisms of social contracting of GBV services to assure provision of services via allocation of the state funds to the community-based and municipal organizations;
  • analysis of effectiveness of the GBV services, provided in the communities, that also envisages collecting and recording information on operation of PSS MTs and other services, maintaining relevant data in the Monitoring Tool.
  • design, coordination, monitoring and delivery of complex interventions on improving access of GBV survivors and people at risk of GBV to quality specialized support;
  • liaising , interaction  and coordination cooperation with implementing partners and relevant stakeholders on all matters related to project strands implementation for the timely and effective achievement of planned results cost-effectively and sustainably;
  •  planning and implementation of advocacy work with Programme partners and government stakeholders (national, regional and community level) to ensure sustainability of achieved results.
  • contributing to collection, development and sharing of knowledge by synthesizing and documenting findings and lessons learned, good practices, models, strategies and approaches and drafting relevant materials for dissemination;
  • performing other services related to legal support of the services for GBV survivors as requested UNPA.

 

Specifically, fulfilment of the assignment should result at:

  1.  Established contact with the local authorities (22 oblasts of Ukraine) level) to support further institutionalization process of Psychosocial Support Mobile Teams (hereinafter – PSS MTs), including reaching agreements regarding the local ownership of the mentioned services (March 2024)
  2.  Leading regular meetings with local authorities on analysis of the opportunities the institutionalization of PSS MTs; drafting meeting notes (March 2024)
  3. Draft algorithms of transition process for UNFPA PSS MTs to specialized services of local authorities in defined oblasts of Ukraine (April 2024).
  4.  Proposals for the local authorities providing algorithms and legal background for the institutionalization of PSS MTs in 22 oblasts of Ukraine (April 2024)
  5.  Report with findings of the analyzing the legislative framework and the system of work of the specialized services for combating domestic violence and GBV in local, considering the decentralization process in Ukraine (May 2024)
  6. Conduct at least 22 presentations and webinars for specialists of local authorities and subjects and the local executive bodies regarding the algorithm of the transition process of the UNFPA PSS MTs to municipal ownership, that envisages development of the awareness raising activities agenda, materials, and reports (June 2024).
  7.  Report on analysis of the legislation regarding possible algorithms for integration services for veterans to operation of PSS MTs I context o the DV/GBV prevention (July 2024)
  8.  Report on analysis of statistical Kobo Forms, including recommendations for the forms development and updating to collect more extensive statistical data (July 2024).
  9.  Data Analysis and report on results of operation of 109 PSS MTS in 22 oblasts of Ukraine for period of January-June 2024 (August -September 2024)
  1.   Report on analysis and recommendations for improving operation and reporting on the 109 PSS MTs launched by UNFPA (August -September 2024)

Duration and working schedule:

March 10  (tentatively) – September 10, 2024.

Kyiv, Ukraine, travels

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Brief monthly progress reports to be delivered electronically by the end of reporting month accompanied with draft documents developed/reviewed

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Monitoring and progress control will be done by UNFPA through regular formal and informal communication and working meetings.

Supervisory arrangements:

The consultant will directly report and work under overall guidance of UNFPA’s responsible personnel

Expected travel:

Travel to project communities in accordance with the scope of work and agreed with the UNFPA plan of field missions.

Required expertise, qualifications and competencies, including language requirements:

  • At least master degree in law, social sciences or similar fields; Ph.D  in relevant fields in considering as  advantage.
  • Minimum 3 years of working experience in legal support and/ implementation of the social projects in GBV area, legal framework analysis and policy development.
  • Previous experience of coordination and cooperation with governmental and non-governmental counterparts;
  • Knowledge of DV / GBV regulations and social policy;
  • Excellent analytical skills;
  • Excellent writing and communication skills;
  • MS Office;
  • Languages: Ukrainian - required; English is an asset;

The Consultant will be selected based on results of an open competition.
