UNFPA Ukraine, in coordination with the Ministry of Social Policy and with financial support from the Government of Canada, is implementing the Achieving Municipalities Breakthrough in Effective Response to SGBV (AMBER) project.
Over the past decade, the UNFPA GBV Response Programme has contributed to developing a comprehensive national system for preventing and responding to domestic and gender-based violence (GBV) in Ukraine. Key achievements include supporting legislative advancements, piloting specialized services for GBV survivors, strengthening the role of law enforcement, and establishing a multi-sectoral response at national and community levels.
Building on this foundation, the AMBER project aims to expand and enhance GBV response mechanisms at both national and municipal levels, addressing challenges exacerbated by the war. The project focuses on knowledge sharing, scaling up services,
and ensuring the sustainability of achieved results.
To facilitate the replication of effective GBV response practices—including those addressing conflict-related sexual violence—UNFPA, in collaboration with the Higher School of Public Governance and other national stakeholders, established the National
Training Centre (NTC) for GBV Response in July 2023. The NTC serves as a knowledge hub for modern GBV prevention and response strategies, incorporating national and international best practices. It also functions as a training center for specialists and GBV service providers.
Since its launch, the NTC has developed and certified ten specialized training programs on GBV response for public servants and service providers, delivering pilot training sessions to over 3000 specialists.
A national consultant, working in close coordination with UNFPA and the Higher School of Public Governance, ensures the effective operation of the NTC and leads the development and implementation of its strategic plan for 2025-2026.
Scope of work:
The assignment aims at development of the Work Plan for National Training Centre for 2025-2026 and coordination activities envisaged by the Plan to assure availability of needed certified training programs for public servants and GBV service providers national-wide.
The assignment, specifically, includes:
- Development of the Work Plan of Activities of the National Training Centre on GBV response for 2026, including overview of the national stakeholders expectations, goals of the NTC’s operation, list and specifics of the certified training programs to be developed, key performance indicators, risk assessment and mitigation measures.
- Coordination of the development of the training programs on matters of response to GBV/CRSV for newly appointed social workers, and Case Management on GBV response, including adaptation of the national practice of GBV response to international standards.
- Organization and implementation of activities to strengthen the pool of national trainers on GBV response, including training of trainers, and
supervision of the national trainers’ work.
- Coordination of the advocacy activities for development and promotion of the National Training Centre, inter alia via activities within Richelieu Forum and Campaign of 16 Days of Activism against Gender-Based Violence.
- coordination of the training process, implementation of the training curriculum and training activities to assure covering of about 2000 of public servants and the GBV service providers with the certified training programs on GBV response.
Besides, the National Consultant to Coordinate Operation of the NTC is responsible
for:
- assuring communication between the involved parties (UNFPA, High School for Public Administration, Ministry of Social Policy, National Service Centre, and others) to agree upon the NTC concept, related implementation plan, division of the roles and responsibilities to support the activity of the NTC
- assessment of the organizational needs of the NTC, planning of the organizational structure, and coordination of the required technical support for the NTC development of the NTC visual identity and the communication strategy
- assuring the quality of the training programs and training curricula in line with the national requirements and standards in GBV prevention and response and best international models;
- development and implementation of the strategies for sustainability of the NTC and communication strategies for the involvement of the target audience;
- review of the draft training programs and curriculum and coordination of its certification according to the national procedures and standards for professional development.
- coordination of the document flow, maintenance of the needed database
- other related duties and responsibilities to support the NTC operation.
The performance of the mentioned above may require the participation of the consultant in the working meetings, workshops, advocacy events in the role of the expert and for data collection, presentations of the deliverables, and analyses of the feedback.
Starting date: May 1, 2025 (tentatively)
Duration: till March 31, 2026.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): Brief progress reports are to be delivered electronically every month via email: by the end of the reporting period accompanied with draft documents developed/reviewed. The reporting periods should be agreed with the consultant additionally.
Monitoring and progress control, including reporting requirements, periodicity format and deadline: Daily work monitoring will be done by UNFPA GBV Programme Analyst in close coordination with UNFPA GBV Programme Manager.
Supervisory arrangements: This consultancy will be directly supervised by UNFPA GBV Programme Analyst Expected travel: Travel is not planned. All communication with national consultants or stakeholders should be done online involving appointed representatives of the UNFPA GBV programme.
Required expertise, qualifications and competencies, including language requirements:
Education and experience:
● Minimum Masters degree in psychology, pedagogy, law, gender studies, social sciences, or related subject areas;
● At least 5 years of proven experience in the development and coordination of training programs, training, and educational activities, or coordination of educational institutions.
● Experience in planning and implementing research in the social area, needs assessments, marketing research, and development of analytical thesis and reports.
● Experience in coordination or management of teams and experts in educational and awareness raisins fields.
● Knowledge of gender equality concept approaches to GBV prevention and response, familiarity with the national policy, and experience in GBV response.
● Proven experience in the development of training courses and training materials, including those related to gender equality in GBV prevention and response
● Excellent analytical, reporting, and communication skills
● Language: Fluency (oral and written) in English and Ukrainian.
Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:
Additional services could be provided upon UNFPA request and authorisation. UNFPA will provide organisational support to the Consultant in communications with the implementing partners, national and local stakeholders. UNFPA will provide the consultant with a set of the documents related to the scope of work and results of the previous activities regarding the topic.
Other relevant information or special conditions, if any: The Consultant will be selected based on results of an open competition. Additional documents (diplomas, certificates, etc.) may be required at a later stage to confirm the candidates professional background.
