Purpose of consultancy
UNFPA Ukraine is implementing the project Achieving Municipalities Breakthrough in Effective Response to SGBV (AMBER) in coordination with the Ministry of Social Policy and with the financial support of the Government of Canada.
During the last eight years the UNFPA GBV Response Programme contributed to development of the comprehensive national system for prevention and response to domestic and gender based violence in Ukraine. It included support to national legal framework development, piloting models of specialised services for GBV survivors, enhancing role of police in GBV response and setting up multi sectoral response at national and community levels.
Following the strategy to extend and enhance the GBV response both at national and municipality levels, including effective response to the challenges resulted by the war, the project, inter alia, focuses on knowledge sharing, scaling up of services, and sustainability of the achieved results.
To ensure replication of the knowledge of effective response to domestic and gender based violence in Ukraine, including conflict related sexual violence, implementation of the best models and practices, and development of opportunities for continuous capacity building for specialists, UNFPA in cooperation with the High School of Public Governance and other national stakeholders established of National Training Centre (NTC) for GBV Response in Ukraine in July 2023.
The NTC on GBV Response aims to serve as the knowledge hub of modern approaches to GBV prevention and response, including national and international best practices and the training centre for specialists and GBV specialised service providers.
Since its launching, the National Training Center developed and certified five specialized training programs of GBV Response both for public servants and GBV Service providers, and conducted pilot training sessions for more that 600 specialists.
The national consultant, working in close coordination with UNFPA and the Higher School of Public Governance, assures smoothly operation of the National Training Center, development and implementation of its strategic plan for 2024-2025.

Scope of work
(Description of services, activities, or outputs)
The role aims at development of the Strategic Plan for National Training Center for 2024-2025 and coordination activities envisaged by the Plan to assure availability of needed certified training programs for public servants and GBV service providers national-wide.
The assignment, specifically, includes:
- Development the Strategic Plan of Activities of the National Training Centre on GBV response for 2025, including overview of the national stakeholders expectations, including goals of the NTC’s operation, list and specifics of the certified training programs to be developed, key performance indicators, risk assessment and mitigation measures.
- Coordination of the development of the 2 training programs on matters of response to CRSV and Case Management on GBV response, including adaptation of the national practice of GBV response to international standards.
- Organization and implementation of activities to strength the pool of the national trainers of GBV response, including training of trainers, and supervision of the national trainers’ work.
- Coordination of the advocacy activities for development and promotion of the National Training Centre, inter alia via activities withing Richelieu Forum and Campaign of 16 Days of Activism against Gender-Based Violence.
- coordination of the training process, implementation of the training curriculum and training activities to assure covering of about 1500 of public servants and the GBV service providers with the certified training programs on GBV response.

Required expertise
● Minimum Master's degree in psychology, pedagogy, law, gender studies, social sciences, or related subject areas;
● At least 5 years of proven experience in the development and coordination of training programs, training, and educational activities, or coordination of educational institutions.
● Experience in planning and implementing of research in the social area, needs assessments, marketing research, and development of analytical thesis and reports.
● Experience in coordination or management of teams and experts in educational and awareness raisins fields.
● Knowledge of gender equality concept approaches to GBV prevention and response, familiarity with the national policy, and experience in GBV response.
● Proven experience in the development of training courses and training materials, including those related to gender equality in GBV prevention and response
● Excellent analytical, reporting, and communication skills
Fluency (oral and written) in English and Ukrainian.
