Administrator of the National Training Centre of GBV Response in Ukraine, National Consultant

Purpose of consultancy:

UNFPA Ukraine is implementing the project Achieving Municipalities Breakthrough in Effective Response to SGBV (AMBER) in coordination with the Ministry of Social Policy and with the financial support of the Government of Canada.

 

During the last eight years the UNFPA GBV Response Programme contributed to development of the comprehensive national system for prevention and response to domestic and gender based violence in Ukraine. It included support to national legal framework development, piloting models of specialised services for GBV survivors, enhancing role of police in GBV response and setting up multi sectoral response at national and community levels.

 

Following the strategy to extend and enhance the GBV response both at national and municipality levels, including effective response to the challenges resulted by the war, the project, inter alia, focuses on knowledge sharing, scaling up of services, and sustainability of the achieved results.

 

To ensure replication of the knowledge of effective response to domestic and gender based violence in Ukraine, including conflict related sexual violence, implementation of the best models and practices, and development of opportunities for continuous capacity building for specialists, UNFPA  in cooperation with  the High School of Public Governance and other national stakeholders established of National Training Centre (NTC) for GBV Response in Ukraine in July 2023.

 

The NTC on GBV Response aims to serve as the knowledge hub of modern approaches to GBV prevention and response, including national and international best practices and the training centre for specialists and GBV specialised service providers.

 

Since its launching,  the National Training Center developed and certified five specialised  training programs  of GBV  Response  both  for public servants and GBV Service providers, and conducted pilot training sessions  for more that 600 specialists.

 

The national consultant, working in close coordination with UNFPA and under supervision of the Coordinator of the National Training Center on GBV Response, ensures  smooth operation of NTC in 2023-2024 academic year,  in line with approved activities plan.

Scope of work:

 

(Description of services, activities, or outputs)

The assignment aims  to ensure operation of the National  Training Centre, functioning under the High School of Public Governance,   via  daily planning, control and implementation of the approved activities plan.

 

The assignment, specifically, envisages:

 

  • Provision of the administrative support to the personnel of the National Training Centre with  planning and development of the training curriculum and training programmes  via  analysis  of the needs of the target audience   and requests of the national  counterparts;
  • Contribution to analysis of the learning needs of the target audience via  development  and dissemination  of the  feedback forms,  maintenance of the feedback data bases,  development recommendations for the training programmes and learning process in line  with the target audience’s feedback;
  • Contribution  to the development of the National  Centre’s strategic and activities  plans  via analysis of the national policy in GBV prevention and response, overview tendencies  of the GBV response services development, and provision relevant recommendations  to National Training Centre  Coordinator and  management of the Higher School for Public Governance.
  • Drafting reports and analytical materials upon the  National Training Center’s  activities and achievements;
  • Coordinate activities of the  National Training Cenntre’s partners,  services and goods suppliers  in order to ensure organisation of the online and offline training  sessions on line  with the  approved activities plan. 
  • Provision, upon the request of the management,  of secretarial and administrative support for meetings, seminars and/or workshops organised by the National Training Centre (including preparation  and dissemination of  invitation letters, compilation and distribution of working documents and other material).
  • Maintaining timely and orderly files and official records related to the National Training Centre activity. Search and select relevant information and records for the experts upon request.
  • Facilitation of  cooperation  of the National Training Centre with Higher  School of Public Governance, UNFPA and  other  key stakeholders; facilitation of  various official missions.
  • Coordination of the document flow, maintenance of the needed database, including UNFPA’s    Training Monitoring Tool
  • Other related duties and responsibilities to support the operation of the NTC.

 

The performance of the mentioned above may require the participation of the consultant in the working meetings, workshops, advocacy events (in the role of the administrator).

 

Duration and working schedule:

Starting date:   7 May, 2024 (tentatively)

Duration: till August 31, 2024.

Kyiv, Ukraine

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Brief progress reports are to be delivered electronically every month via email by the end of the reporting period accompanied with draft documents developed/reviewed. The reporting periods should be agreed with the consultant additionally.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Daily work monitoring will be done by Ms. Nadiya Prokopenko, UNFPA GBV Programme Analyst in close coordination with Ms. Alona Zubchenko, UNFPA GBV Programme Manager.

Supervisory arrangements:

This consultancy will be directly supervised by UNFPA GBV Programme Analyst, Ms. Nadiya Prokopenko.

Expected travel:

Travel is not planned. All communication with national consultants or stakeholders should be done online involving appointed representatives of UNFPA GBV programme.

Required expertise, qualifications and competencies, including language requirements:

  • Master's degree in psychology, pedagogy, law, gender studies, social sciences, or related subject areas (or Bachelor’s degree with additional years of related work experience and/or training/courses);
  • At least three  years  of relevant working experience  in educational and training institutions as  administrative assistant, administrator or training programmes specialist.
  • Proven experience in the development and coordination of training programs, training, and educational activities, or coordination of educational institutions.
  • Knowledge of gender equality concept approaches to GBV prevention and response, familiarity with the national policy, and experience in GBV response.
  • Proven experience in the development of training courses and training materials, including those related to gender equality in GBV prevention and response
  • Excellent analytical, reporting, and communication skills.
  • Proficiency in MS Office packages, especially word processing and spreadsheet.

Language: Fluency (oral and written) in Ukrainian, good knowledge of English. 

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

Additional services could be provided upon UNFPA request and authorisation.

UNFPA will provide organisational support to the Consultant in communications with the implementing partners, national and local stakeholders.

UNFPA will provide the consultant with a set of the documents related to the scope of work and results of the previous activities regarding the topic.
