This was announced during the briefing of Health Minister of Ukraine Oleg Musiy in the Ukrainian crisis media center.
The current health care system needs major structural renewal. In fact, the so-called health system reform left not only 90 percent of Ukrainian patients but also but 95 percent of health care workers - members of the system - unsatisfied over the recent years, said the Minister.
Oleg Musiy outlined three main components to create the basis of the new health care system in Ukraine. These are the core changes in the management, financing and training of medical personnel.
Today, the health system is managed as a monopoly. In order to de-monopolize it and provide the balance of interests we should involve experts and increase professional independence of the national medical stuff.
"In order to change the current health care financing mechanisms fundamentally and introduce a completely market approach, we need to launch the mandatory health insurance system, which should be fully controlled by the state" - said Mr. Musiy. But before that, the country has to overcome the economic crisis, to undergo the tax reform, and legalize salaries.
"But one should not sit by and wait for better times. We need a legal framework for a transitional period to prepare the health sector to work in the new environment. With this approach, the updated financial model can start working in full already in three years ", said the Minister.
It was the family medicine development that the Minister of Health of Ukraine named as one of the immediate priorities of the Ministry.
"The work of the family doctor will be amplified with another component – the prevention. And the less sick people will be in a district, the more the doctor will get paid. Such indicators and criteria as premium for the quality medical services, the prevention component will be envisaged ", said Mr.Musiy.
He also stated that the international organizations agreed to support financially the public information campaigns on these issues and during the meetings with their representatives they expressed willingness to invest substantial funds into the new Ukrainian healthcare system.
"During the meetings with the World Bank, USAID, WHO, other UN agencies - all these international structures expressed a desire to provide investments or low percent credits to the Ukrainian healthcare system. In particular, the International Association of Medical Tourism is ready to invest in public health facilities of Ukraine about 180 million dollars, while the World Bank will pay 450 thousand dollars to one of the world's leading audit firms for the audit of the financial situation and the organizational and structural activity of the Ministry of Health of Ukraine. The talks with representatives of the European Commission are to be held in the near future ", said Oleg Musiy.
