Why conducting a census is important not only for the state, but also for every citizen? “Imagine that we don’t have the information about the population, their age, and gender, how and where they live, thus how will we decide on the allocation of the national budget and the central budget? If there is an error of one percent, how much is one percent of the state budget? The costs that we have to bear in order to conduct a nationwide census are very low compared to what we can lose and what money people and communities can lose”, stressed Jaime Nadal, UNFPA Representative to Ukraine.
The census is not about data that is put on the back burner. This is a very practical benefit for everyone, for businesses, and especially for local authorities, experts say.
“This is the only way to reach everyone. The information is collected about each individual, about each family. We can understand who lives in Ukraine and where they live. I think everyone knows the approximate number of people living in Ukraine. I can agree that we know the approximate number of children, the elderly, men, women, and, unfortunately, this is all we know”, said Ella Libanova, Doctor of Economics, Professor, Academician of the National Academy of Sciences of Ukraine, Director of the M.V. Ptoukha Institute for Demography and Social Studies.
“We are well-versed regarding large cities, but as for ATCs, as for small local communities, there are often very big errors. Unfortunately, due to this, people don’t get enough resources for education, health care etc. Therefore, the census is a one-time photo. It is an opportunity to find out where they are”, added Natalia Vlasenko, Advisor to the Head of the State Statistics Service of Ukraine.
