UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. UNFPA's strategic plan (2022-2025) reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results:
- to end preventable maternal deaths;
- to end unmet need for family planning;
- and to end gender-based violence and harmful practices.
UNFPA is also working with governments and communities to strengthen and build resilient health systems, including supporting the implementation of SRHR programmes in the context of humanitarian and development context, improving the quality of reproductive health care, and strengthening human resources for health.
The SRH humanitarian response program is providing comprehensive support to fill existing gaps and address needs in SRH services in close coordination with the Ministry of Health (MOH) of Ukraine local health authorities and with maximum possible integration with the existing health care system.
Aim
The SRHR Medical Expert will provide advisory and technical assistance to the MOH of Ukraine and work closely with UNFPA experts on the development of state policies. In particular:
- The primary role of the SRHR Medical Expert seconded to the MOH is to support the Ministry in advancing health policies, focusing on UNFPA priorities in SRHR.
- Secondly, the SRHR Medical Expert facilitates and supports the UNFPA advocacy and policy dialogue in order to improve barrier-free access to SRHR services through further integration of SRHR into universal health coverage policies and programs.
UNFPA is recruiting Medical Expert to do the above-mentioned work.
Scope of work
- Work closely with the First Deputy Minister's office and MOH Departments that are responsible for SRH policy development and implementation
- Conduct analysis of NHS SRH packages at primary and secondary care levels (implementation of packages, especially at the primary level, in which SRH services are not included
- An overview of the main SRH indicators based on available statistical data analysis of dynamics.
- Establishment of priorities and directions for improving the medical care of mothers and children through updating national recommendations and protocols.
- Work with MOH and key national counterparts and experts on improvement of the MOH Action Plan that will address all key aspects of SRH, including family planning, maternal health, safe abortion, reproductive cancers, health professional education standards, comprehensive sexuality education, and adolescent sexual and reproductive health.
- Make amendments to NHS SRH packages provided at different levels (primary and specialized medical care). Inclusion of missing NHS SRH services into current NHS SRH packages or introducing new ones.
- Integration of SRH service to Primary Level
- Make amendments to regulation of health system response to GBV/SGBV and CRSV.
- Introduction of FP package. Increase the capacity of providers to provide FP service, especially at the primary level.
- Create an MOH SRHR working group of experts that includes key international and national experts. The Group will meet on a monthly basis.
- Work with Public Health Center MOH and National Cancer Institute on screening and prevention of reproductive cancers, especially on HPV vaccination.
- Comprehensive monthly work plans will be discussed with the MOH.
Expected results
- Monthly report on support the DM office in advancing health policies, focusing on UNFPA priorities in SRHR
2. Conducted analysis of NHS SRH packages at primary and secondary care levels. Analysed implementation of packages, especially at the primary level,(motivation, skills, referrals) and provided recommendations on improving current or developing new NHS packages on Integration SRH service to the Primary Level;
3. MOH SRHR working group created, and key international and national experts are included; regular monthly meetings are conducted.
4. Cervical cancer primary and secondary prevention strategy developed. HPV vaccination is included in the National Vaccination calendar, and a National Vaccination strategy is developed.
5. Developed screening strategies for other reproductive cancers: breast and prostate
6. FP package service developed and strategy of increase the capacity of providers to provide FP service, especially at primary level.
7. Recommendations for graduate and postgraduate programs for health professionals on SRHR and GBV topics are developed. Nursing and midwifery curriculums are revised.
8. Developed by UNFPA services: 1) barrier free gynaecological cabinets and 2) SRH MTs are integrated into the system of SRHR service provision.
Duration: 1 April 2024 - 28 February, 2025 (11 months)

Monitoring and progress control, including reporting requirements, periodicity format and deadline:
- Monitoring and progress control will be done by office of First Deputy Minister MOH and UNFPA through regular formal and informal communication and working meetings with the expert and.

Supervisory arrangements:
Expert will report directly to:
1) First Deputy Minister of Health who is responsible for daily management of exert work and accepting of their work products/outputs;
2) UNFPA program manager Bohdan Pidverbetskyy who will accept and process agreed payments based on the letter of acceptance issues by MOH.
Expected travel: limited national travel might be expected within the consultancy
Required expertise, qualifications and competencies, including language requirements:
Education, experience, and skills:
Medical expert:
- MD or Master Degree in Public health;
- 10+ years of experience in providing SRH services and/or management of health care;
- Previous experience of work with MOH, PH Center, NHS;
- Knowledge and expertise in the field of prevention and counteraction to domestic and gender-based violence is an advantage;
- Expert level of knowledge and understanding of Health care system in Ukraine, good connections with healthcare authorities and practitioners at the central and regional level;
- Excellent writing and communication skills.
- Excellent analytical skills and attention to detail.
Other relevant information:
The consultancy fee will be paid monthly upon UNFPA's approval of the Consultant's monthly report and developed/reviewed documents.
Any remarks, proposals, complaints, or claims to the consultant regarding services being provided in line with these terms of reference should be submitted to the consultant in writing within 10 days of the submission of consultancy deliverables or reports by the consultant.
The scope of work to be performed by the consultants under these terms of reference and other conditions of the consultancy could be modified, if required, through a written agreement between the consultant and UNFPA.
