Title:

International Consultant, Voices from Ukraine 2024

Purpose of consultancy:

UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA’s strategic plan (2022-2025), reaffirms the relevance of the current strategic direction of UNFPA and focuses on three transformative results: to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices. These results capture our strategic commitments on accelerating progress towards realising the ICPD and SDGs in the Decade of Action leading up to 2030. Our strategic plan calls upon UN Member States, organisations and individuals to “build forward better”, while addressing the negative impacts of the Covid-19 pandemic on women’s and girls’ access to sexual and reproductive health and reproductive rights, recover lost gains and realise our goals. UNFPA is seeking highly motivated candidates who transform, inspire and deliver high impact and sustained results; we need staff who are transparent, exceptional in how they manage the resources entrusted to them and who commit to deliver excellence in programme results.

 

The UNFPA Ukraine country programme is aligned with the UNFPA Strategic Plan 2022-2025. It primarily focuses on outcome 3 of the Strategic Plan (reduction in gender-based violence and harmful practices) and supporting Ukraine to deliver on its SDG targets and voluntary commitment made at the Nairobi summit to achieve zero tolerance to GBV.  It is aligned with the National 2030 Sustainable Development Goals and the Ukraine Recovery and Development Priorities, including EU integration.

 

The country programme also puts a strong emphasis on a nexus approach in analysis, planning and coordination of implementation. UNFPA Ukraine Country Programme applies a robust approach that establishes a strong value proposition between humanitarian and recovery efforts.

 

UNFPA Ukraine is also Cluster lead agency (CLA) for the GBV Area of Responsibility (AoR) under the Protection Cluster. During 2024, UNFPA will lead the qualitative research "Voices of Ukraine", in close coordination with and technical support from the GBV AoR in Ukraine. The research will be a collaborative and participatory process with GBV AoR partners, ensured via a Technical Task Force within the GBV AoR. The results aim to benefit the data needs of the humanitarian community more widely and GBV AoR partners in particular. It will serve as a key input from the GBV AoR to HNO processes.

The UNFPA Ukraine Country Office is looking for a consultant to support the implementation of the qualitative research “Voices of Ukraine”, including but not limited to  the data entry of the GBV focus group discussions (FGD), support the coordination with the GBV AoR, and produce the GBV analysis for the 2024 “Voices from Ukraine” report, which will inform the 2024 Ukraine Humanitarian Needs and Response Plan.

 

Scope of work:

 

(Description of services, activities, or outputs)

Under the supervision of the GBV in Emergencies (GBViE) Programme Coordinator, the consultant(s) will:

  • Support the coordination between UNFPA and the GBV AoR
  • Adapt methodology to perform focus group discussions (FGD)
  • Adapt coding tree/system to analyse FGD data
  • Input FGD data into data entry tool MAXQDA for GBV sector using the coding tree
  • Data entry (coding) for community FGDs (number TBD)
  • Data entry for up to GBV Expert FGDs (number TBD)
  • Enter all GBV secondary data provided by the GBViE Coordinator and code it according to the system provided.
  • Extract quotes from FGDs and code them by “topic” in order to facilitate the development of the final report.
  • Hold a 2-hour workshop to present and discuss preliminary findings with GBV coordinators
  • Draft the analysis of all GBV data to produce the Voices from Ukraine, HNRP GBV Analysis report. The report should also include triangulation with quantitative data from the Multi-Sectoral Needs Assessment provided by the Ukraine GBV AoR team.   • Draft an advocacy brief for donors and humanitarian leadership with main findings from VOICES from Ukraine 2024.

 

Deliverables:

  • Methodology adapted for Voices from Ukraine
  • Coding tree/system to analyse FGD data adapted to the Ukrainian context
  • All FGD data and expert FGD data inputted using MAXQDA software
  • Secondary data reviewed and entered using MAXQDA software
  • Extract matrix with quotes from FGD
  • For the report
    • Provide an outline of the report in word document 
    • Initial GBV analysis of the data/draft report for review (in word document)
    • Incorporation of 2 rounds of feedback
    • Final report (in word document)
  • Draft an advocacy brief for donors and humanitarian leadership with main findings from VOICES of Ukraine 2024.

Duration and working schedule:

The consultant will be hired between May and September 2024. The number of days hired will be determined based on the Country Office’s needs reflected in an inception plan agreed with the consultant on the start of the assignment, which will include dates for each of the deliverables. 

Place where services are to be delivered:

The consultancy will be home based. Remuneration will be based on the submission of a monthly timesheet and report.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

An inception plan will be agreed with the consultant at the start of the assignment with overall dates of the following deliverables:

  • Methodology adapted
  • Coding tree/system finalised
  • Coding of FGDs and preliminary findings
  • Draft report
  • Final Advocacy Brief
  • Final report

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Regular communication with the GBViE Programme Coordinator and the UNFPA CO will be maintained throughout the contract duration primarily through electronic means (emails and calls) to discuss and report progress against objectives.

Required expertise, qualifications and competencies, including language requirements:

  • Advanced Degree in social science, gender, health and related fields
  • Minimum 7 years of experience in the field of gender-based violence and specifically in social work in humanitarian setting
  • Excellent written and spoken English. Ukrainian and/or Russian language is an advantage
  • Experience in GBV assessment and analysis
  • Experience in gathering and analysing qualitative data, including through qualitative data analysis software like MAXQDA or other
  • Knowledge of the Ukrainian context is an advantage
  • Excellent analytical and writing skills
  • Proactive attitude to identify and propose practical steps and recommendations
  • Excellent interpersonal skills and ability to work effectively in a multicultural and changing environment, communication skills, teamwork, analytic thinking, planning and organising, time management, creativity and innovation and client orientation

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

UNFPA will provide the consultant with all the focus group discussion and the secondary data available. UNFPA will also provide the consultant with access to the MAXQDA software.
