The Position:
The two key objectives of EU4Recovery Project include:
1) Objective 1: Target communities have increased access to quality public services that respond to the needs of all population groups, with particular focus on the most vulnerable, and
2) Objective 2: Community security is enhanced and the social fabric is maintained in project target areas.
In particular, within the Project UNFPA in partnership with UNDP will contribute to projects’ activity on support to community-led initiatives, inclusion activities, including CSO-organized civic initiatives, cultural events, dialogue forums, youth-led volunteering activities, youth journalism/storytelling and social cohesion events. Namely, the Project will pilot Community Resilience Centers to function as community-led, inclusive and adaptive spaces for youth, women, families, including vulnerable ones, i.e. displaced people, ex-combatants, ethnic minorities, people with disabilities and others. Practical solutions for youth will be applied in order to facilitate youth participation in decision-making and peacebuilding in line with the Youth, Peace and Security agenda, to support and capacitate the grassroots initiatives led by young people, as well as to develop soft and life skills for adolescents by supporting them in coping with long-term war traumas. Families-focused activities will strengthen their resilience with significant focus on displaced families, families separated due to the war, families who lost their family members and families of ex-combatants. GBV prevention will also be mainstreamed through community interventions by addressing the toxic gender stereotypes, building ‘zero’ tolerance to violence as well as increasing awareness of available support mechanisms and specialized services.

Among several priorities, the program seeks to contribute to supporting platforms to promote the participation of young people in decision-making processes related to their lives; promoting life skills to allow young people to become more socially active, politically engaged and economically resilient; and advancing the youth and peacebuilding agenda, in support of United Nations Security Council resolution 2250. Within the current UNFPA Country Programme for Ukraine and UNFPA Ukraine Humanitarian Response Programme, working with the government and other partners, UNFPA seeks to work around the following outputs:
GBV coordination, protection, prevention & awareness-raising and access as well as economic empowerment
SRH coordination and access to life-saving SRH services (MCH, FP, HIV, STI, CMR integrated)
Integrated support of youth humanitarian needs with GBV and SRH areas as well as youth engagement in humanitarian response and social cohesion building;

Job Purpose:
Working alongside UNFPA Project Coordinator, Admin/Finance Associate provides administrative and financial support during the implementation of the EU4Recovery Project. The Admin/Finance Associate assists in planning, coordination, and monitoring of the EU4Recovery project financial performance, delivers quality financial and administrative services to internal and external clients mastering all relevant rules, guidelines, processes and procedures. S/he takes a client-oriented results-focused approach to interpreting the rules, procedures and guidelines, providing support and guidance to the CO and UNFPA-led activities within EU4Recovery Project.
The Admin/Finance Associate works with and provides support to the members of the Ukraine Country Office, both programme and operations teams. Contacts with staff and other personnel to promote achievement of common goals and shared objectives and demonstrate personal commitment to UNFPA’s mandate and organizational vision.
Major Duties and Responsibilities:
Assists in planning and implementation of the EU4Recovery Project and its activities under UNFPA execution by providing overall financial and administrative support, managing data inputs, and monitoring project implementation;
Coordinates preparation and maintaining Project implementation plan through obtaining of all required inputs from Project and CO management, field personnel (when applicable), implementing partners and contractors (when applicable);
Conducts monitoring visits, participates in review, steering and evaluation meetings and missions, applying mechanisms to systematically assess the achievement of Project results, recommends corrective actions and follows up on recommendations;
Maintains contacts of contractors and implementing partners (IPs) to ensure smooth and effective coordination of all activities as per approved work plans, including through GPS and provides support in budget revision of work plans, when needed;
Ensures quality and timely evidence-based and results reporting to donors, partners and internally by collecting and providing required inputs;
Drafts project related correspondence, meeting minutes and other documents that ensure efficient Project implementation, translates and drafts Project related documents, contributes to preparation of the Project presentations;
Participates in data collection, analysis and maintenance of Project-related files and database of contacts with governmental and non-governmental institutions, local authorities, NGOs, academia, etc.;
Participates in Project-focused activities (meetings, roundtables, workshops, forums, other public activities) preparation, implementation and follow-up, takes meeting minutes.
Provides day-to-day support to run Project-related financial operations in accordance with UNFPA rules and regulations and relevant Standard Operating Procedures (SOPs);
Prepares requests for direct payment to Finance unit in accordance with the approved budget;
Assists with Project-related procurement and planning, ensures procurement is in accordance with UNFPA Procurement Procedures; Performs a Buyer role in Atlas/Quantum or other related systems;
Provides logistical support to Project-related activities including travel arrangements, accommodation, collects supporting documents and organizes the venue, assists in preparation of Terms of Reference (TORs) for missions;
Keeps updated Project inventory records and ensures the adherence to the UNFPA regulations on the equipment use, storage, proper maintenance and equipment transfer/disposal;
Performs other tasks as requested by the UNFPA Project Coordinator and UNFPA Senior Management
Qualifications and Experience:
A minimum three (3) years of relevant progressively responsible experience at the national and/or international level in project administration, programme/project support service, finance and/or other related field preferably in the international environment;
Proven successful experience in developing financial reports and related materials is will be considered as strong advantage;
Experience of working on similar positions with international organisations/projects will be considered as an advantage;
Education:
Bachelor degree in Economics, Finance, Business Administration, Public Administration or related field is required.
Knowledge and Experience:
Knowledge of ATLAS/Quantum or similar systems and/or UN procedures and working methods, particularly UNFPA policies and procedures will be an advantage;
Proficiency in MS Office, Google Workspace, and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems and teleconferencing tools is required.
Experience of preparing workshops and training events is desired.
