The Position:
The Programme Analyst analyses and assesses population data and demographic trends to guide and facilitate the subnational population estimation of Ukraine and generation of population-relevant statistics for Ukraine.
The Programme Analyst will report to the UNFPA Assistant Representative in the UNFPA Ukraine Country Office and receive technical guidance and support from the Population and Development Branch at UNFPA HQ.

Job Purpose:
Working within a large and complex Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of population and development. Specifically, the Programme Analyst (Population Data Analysis and Estimation) will:
1. Support the production and refinement of Common Operational Datasets on Population Statistics (COD-PS), related population data products, analyses and documentation for Ukraine; and,
2. Strengthen the availability and quality of population-relevant statistics in Ukraine.
You would be responsible for:
A. Technical support
● Support the generation and refinement of Common Operational Dataset on Population Statistics
(COD-PS) in Ukraine.
● Support the strengthening of the availability and quality of population socioeconomic statistics
in Ukraine.
● Provide analytic and technical support to UNFPA leadership of and engagement with the
Humanitarian Country Team (HCT) and UN country team (UNCT) in Ukraine.
● Contribute to the development of technical standards and methods, identification and review of
best available data sources, and tools for the routine integration and harmonisation of baseline
COD-PS data with internal displacement and refugee data.
● Provide technical support to UNFPA and HCT to improve the precision and timeliness of
subpopulations of concern (e.g. pregnant women, youth/adolescents, etc.) in Ukraine.
● Provide technical support to UNFPA Ukraine for building a streamlined data management system.
● Respond to data related requests and questions from internal and external partners.
B. Capacity development
● Contribute to the development of data quality assurance processes and estimation methodology to
align subnational population projections with available refugee and internal displacement data in
Ukraine.
● Provide population data analytic support to the UNFPA Ukraine country office and
Ukraine HCT in the area of COD-PS, HNO, HRP, and other HPC-related activities.
C. Evidence and knowledge development and dissemination
● Contribute to UNFPA’s collaborations with IOM, UNHCR, OCHA, and other relevant stakeholders on
ensuring alignment and interoperability of baseline subnational population projections and
refugee/displacement data in various humanitarian settings.
● Perform other analytic tasks as needed in the country office.
D. Technical representation
● Establish technical leadership for population data in the Assessment and Analysis Working Group
(AAWG) and Information Management Working Group (IMWG) of the Humanitarian Country Team (HCT), as
well as the Data Task Force (DTF) under the Resident Coordinator’s Office (RCO) in Ukraine.
● Participate in the Inter-Agency Working Group on Interoperability (IAWG-Interop).
● Advocate for the use of data standards and common platforms, and for the open exchange of
information.
● Liaise with external actors, including senior staff in humanitarian and development agencies,
government and CSO.
● Represent UNFPA in any other duties as may be required by the country office
representative.
Qualifications and Experience:
Education:
An advanced university degree (Master’s degree or equivalent) in the quantitative social sciences, such as economics, statistics, demography, public policy, sociology, or related discipline.
Knowledge and Experience:
At least 2 years of experience in data collection, analysis, visualization, dissemination, database management and research within an academic or development institution in an international setting
Knowledge of methodologies in population statistics and population surveys
Strong competencies in the use of statistical programming packages such as R, Python, SAS, or STATA.
Knowledge of demographic estimation methods and statistical techniques for population data completeness and quality assessment, processing, and analysis using a variety of data sources
Experience in identifying, synthesizing, and utilizing government administrative data sources
Familiarity and/or experience working with refugee and internal displacement data from international humanitarian settings is an asset
Familiarity and experience with mark-up R languages such as MarkDown, RmarkDown, or Quarto is an asset
Experience in writing and publishing analytical articles is an asset
Ability to provide advice and guidance on the analysis, interpretation and application of data from incomplete and deficient population/demographic data is an asset.
Strong interpersonal communication skills
Familiarity with the UN system is desirable
Languages:
Fluency in English, working knowledge of other languages especially Ukrainian is desirable.
