TERMS OF REFERENCE FOR INDIVIDUAL CONSULTANT

  Municipal GBV Consultant for Lviv City
Purpose of consultancy:

Consultant will support development and sustaining an effective, survivor-centred, integrated and cost-effective system of GBV prevention and response where survivors seek, get access to and receive essential services, and perpetrators are brought to justice at municipal level. 

Municipal GBV Consultant will be engaged by UNFPA as an independent consultant to perform the tasks in accordance with these terms of reference and in line with the conditions stipulated in the respective Individual Consultant Contract with UNFPA.

 

Scope of work:

 

(Description of services, activities, or outputs)

In accordance with the organizational mandate and national development priorities of Ukraine, the United Nations Population Fund implements a country programme of technical assistance to Ukraine for 2018-2022. The programme focuses on the needs of adolescent girls, young people with disabilities and those who have suffered from armed conflict, as well as key populations for HIV prevention. The programme is aimed at contributing to strengthening the national and subnational partnership frameworks for reducing gender inequalities in social, economic and political spheres of life, as well as strengthening national gender-based violence (GBV) prevention and response mechanisms, including in humanitarian settings.

UNFPA is implementing its GBV Prevention and Response Programme, which strengthen the national GBV prevention and response system, develop functional intersectoral coordination and accountability mechanisms and enhance institutional capacities at the national and regional levels to ensure that majority of gender-based violence survivors seek and have access to good quality survivor-centred services, and Ukrainian society has zero tolerance to GBV. 

In 2020-2021, the GBV Prevention and Response Programme will focus on: (I) Building strong national (GoU) ownership and accountability over GBV prevention and response mechanisms to achieve their sustainability, functionality and further development without intensive external support; (II) Providing support to Ukrainian municipalities and amalgamated communities to gradually establish and sustain an effective, survivor-centred, integrated and cost-effective system of GBV prevention and response where survivors seek, get access to and receive essential services, and perpetrators are brought to justice (based on models created and tested through previous interventions); (III) Strengthening capacities of National Police to provide effective response to DV/GBV across the country; (IV) Support establishment of national institutional capacity to provide continuous professional training of GBV service providers and guarantee quality assurance of services; (V) Further support to developing effective GBV prevention system able to gradually change social norms and stereotypes and create an environment that will contribute to zero tolerance and gradual eradication of violence against women in Ukraine;. (VI) Outreach support of families of ATO/JFO veterans in order to prevent DV/GBV. 

Under GBV Prevention and Response Programme, the Project “Cities Free From Domestic Violence” will aim to support 15 selected municipalities across the country to develop a comprehensive localized model of GBV service provision in accordance with the national legislation and policies and meeting the requirements of the Essential Services Package for women and girls subject of violence. Various forms of technical assistance, including innovation and knowledge transfer, and sharing of good practices from neighboring countries will be extended to target municipalities. It is expected that each municipality will establish local inter-sectoral working groups, conduct needs analysis and develop costed actions plans for the establishment of a set of specialized services for GBV survivors such as shelter and /or day care crisis centers, mobile team(s) and referral systems to appropriate and functional psychosocial, health, police and legal assistance support services. Experiences will be documented and presented as models for dissemination and further replication by municipalities across the country.

Under the supervision of the Field Coordinator, the consultant will implement a set of tasks, including, but not limited to:

Strategic Tasks:

 

Support GBV Programme, in particular the Project “Cities Free From Domestic violence” activities implementation in target municipality and providing overall support to programme staff and consultants in other selected municipalities;

Liaise and interact with all concerned stakeholders and partners at municipal level on matters related to programme implementation to coordinate and facilitate timely, successful and efficient performance of all activities planned under the programme;

Facilitate the work on establishing and functioning of the municipal GBV governance coordination body (GBV Working Group) contributing to development of their capacity to lead multi-sectoral response to GBV;

Support capacity development activities of the psychosocial, health, police and legal service providers in the municipality to deliver integrated survivor-centered GBV services;

Work closely with municipal authorities and partners to establish new crisis centers (shelters, daycare centres, crisis rooms) and outreach psychosocial support services (mobile teams), other specialized services for GBV survivors and theirs institutionalization;

Identify information sources required for the consultancy (national and local policy documents, laws and other regulatory acts, reports and analytical papers of reports of the National Police etc.);

Ensure adequate communication, flow of information and technical expertise between the relevant local and international partners;

Ensure visibility of the project implementation through public relations, advocacy, working with the mass media and other communication activities;

Contribute to creation and sharing of knowledge by synthesizing and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.

Practical Tasks:

Develop and endorse with UNFPA and responsible local authority a work plan for the provision of consultant services, including tasks, indicators for measuring progress, and a timeline of deliverables

Facilitate creation of formal structure on multisectoral response and prevention to DV/GBV (municipal GBV governance coordination body);

Provide technical support to regular meetings of municipal GBV governance coordination body (GBV Working Group);

Support UNFPA CO and local authorities with conducting assessments, needs overviews, mappings of GBV service providers as well as capacity needs assessment to identify the gaps in staff understanding of key issues of preventing and response to GBV/DV at local level.

Facilitate and support the process of development of local level action plan, municipal programmes on multi-sectoral response and prevention to DV/GBV, including costed action plans;

Contribute to implementation of case management/case review process in accordance with ESP requirements on municipal levels;

Provide day-to-day technical and expert support to the responsible local authorities, GBV service providers, CSOs at regional/municipal levels to ensure robust and active participation of relevant organizations, institutions and departments in an adequate response to prevention and counteracting GBV/DV, in particular contribute to the development and implementation of Standard Operating Procedures for addressing GBV;

Support UNFPA and national level Government-led information and awareness raising campaign on GBV response and prevention at the local level;

Organize and support DV/GBV monitoring and evaluation processes at local level. Systematically provide UNFPA CO with appropriate information;

Coordinate with regional authorities and stakeholders and contribute to the development and implementation of regional costed Actions Plans (programmes) on multi-sectoral response and prevention to GBV ;

Facilitate field visits and missions with the aim to improve the GBV Prevention and Response Programme implementation;

Coordinate and participate in multi-stakeholder and inter-sectoral learning workshops and study tours on best practices and tools to analyse, formulate and execute multi-sectoral response to GBV and support local authorities to institutionalize these practices.

Coordinate organization of events such as conferences, trainings, events, operational updates, periodic and post operation reviews about issues related preventing and response to GBV/DV at local level.

Respond to internal and external requests for information.

Carry out any other duties as may be required by UNFPA country office management.

 

Duration and working schedule:

 

Total assignment duration: Sept 2020 –  March 2020 with possible further extension based on consultant’s performance

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

Work Plan of IC performances and deliverables based on scope of work will be agreed additionally on monthly basis and in line with agreed work plan of the consultant.

Reporting of deliverables (based on approved work plan)

Monthly time-sheets and brief progress reports about implemented activities and achieved results with attached events’ supporting documents (agendas, lists of participants and reports) submitted 

Deadlines: Monthly, by 5th of the next month

Final report about the progress and achievements, lessons learnt and recommendations submitted

Deadline: By the end of the contract

All reports should be submitted in Ukrainian language, and should contain supporting documents, such as meeting minutes, analytical papers, workshop agendas etc.

Monitoring and progress control, including reporting requirements, periodicity format and deadline: Final report to be submitted by the end of assignment.
Supervisory arrangements:  

The consultant will directly report and work under overall guidance from the UNFPA Field Coordinator, Kostiantyn Boichuk.  

Expected travel: Travel to locations where consultant support will be needed

Required expertise, qualifications and competencies, including language requirements:

Education: 

Minimum Bachelor’s Degree in the field of social studies, international relationships, public administration, social studies, linguistic or other relevant studies for UNFPA`s mandate.

Experience: 

At least 3 years of the relevant professional experience. Experience in the region/municipality would be an asset

Knowledge about the UN and humanitarian coordination structures would be an advantage

Working experience in programmes funded by international donors is desirable

Excellent working knowledge of MS Office (Word, Excel, Power Point), Google cloud applications, etc.

Language: 

Fluency in Ukrainian and Russian languages. Fluency in English would be an asset.

 

Inputs/services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

The Consultant is expected organize their working space and use their own computer for fulfilment of assignment.

UNFPA will provide the Consultant with background materials related to the assignment.

 

Other relevant information or special conditions, if any:

 

Consultancy fees will be paid in Ukrainian Hryvnias through equal monthly instalments deposited in the consultant’s bank account, after acceptance by UNFPA of the progress and summary reports on the services delivered by the consultant.
