TERMS OF REFERENCE

Hiring Office: UNFPA Ukraine
Title: National Consultant to develop Standard Operation Procedures (SoPs) for Governmental hotline for GBV/DV Survivors.
Purpose of consultancy:

UNFPA Ukraine is implementing the project Strengthening National and Local Capacities and Accountability to Sustain GBV Prevention and Response Services in coordination with Ministry of Social Policy and the Ministry of Internal Affairs and with financial support of the Government of UK.

Following the results of the previous programme phase, the project, inter alia, focuses on sustainable development of servises for GBV survivors, and building capacity of the national state institutions to support essential servises for girls and women subject of violence. 

In February 2020, the governmental hotline 1547 for GBV survivors launched its work. To ensure high quality service provision, the hotline needs effective operation mechanisms in line with international standards and best practice, including 20-year-long experience of national hotline for DV survivors managed by NGO “La Strada” in Ukraine.

The Project will provide technical support to the GoU hotline to ensure integration of the experience and the best practices into the service operation. 

The Consultant will provide expertise and technical assistance in drafting of Standard Operation Procedures (SOPs) for the GoU Hotline, as described below. 

 

Scope of work:

 

(Description of services, activities, or outputs)

The assignment aims at development of draft SOPs including: 

  • principles and algorithms for GoU Hotline operators on how to consult clients in different cases, provide needed psychosocial support and referral to essential services;
  • structure of database of services available for GBV survivors in the communities of Ukraine and algorithms/recommendation  for the database maintenance;
  • algorithms for data collection, storing and analysis, for the Hotline management and operators to reflect the profile of the hotline clients, including sex, age, vulnerability, IDP, and disability status. 

The services should be provided in July-September 2020 and in line with product description provided by UNFPA. The SOPs should support quality requirements for HL stipulated in KMU Order № 972 dated on November 27, 2019. The SOPs should be presented to and recommended by the key stakeholders: Ministry of Social Policy of Ukraine, GoU Hotline, and civil society organisations working in the area. 

Specifically, the consultancy should result in deliverables as follows:

Deliverable 1. The structure of the SOPs, reflecting components described above.

Deliverable 2. Draft SOPs including algorithms for operators on the clients counseling, and algorithms for data collection. It also includes brief presentation for the key stakeholders. 

Deliverable 3. Final SOPs with incorporated recommendations of the key stakeholders and the structure  of the  database of services available for GBV survivors in the communities of Ukraine. 

The SOPs should be developed as the integral document and provided in Ukrainian language.

Duration and working schedule:

Starting date: August 1, 2020 (tentatively) 

Duration: till September 30, 2020 (tentatively)

Place where services are to be delivered: Kyiv, Ukraine
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.): Brief progress reports are to be delivered electronically every two weeks via email: prokopenko@unfpa.org by the end of reporting period accompanied with draft documents developed/reviewed. The reporting periods should be agreed with the consultant additionally.
Monitoring and progress control, including reporting requirements, periodicity format and deadline: Daily work monitoring will be done by Ms. Nadiya Prokopenko, UNFPA GBV Services Capacity Development Coordinator.
Supervisory arrangements: This consultancy will be directly supervised by UNFPA GBV Services Capacity Development Coordinator Ms. Nadiya Prokopenko, prokopenko@unfpa.org.
Expected travel: Travel are not expected.
Required expertise, qualifications and competencies, including language requirements:

Education: 

  • Minimum Bachelor’s degree in psychology, pedagogy, law, gender studies, social sciences or related fields;
  • At least 2 years of proven experience in development of services for GBV survivors, including psychosocial support services and hotline counselling; 
  • Proven knowledge and expertise in GBV area and modern approaches to GBV prevention and response (the consultant should provide links to relevant analytical reports and/or developed documents);
  • Excellent analytical and writing skills (the candidate should provide links to relevant analytical reports and/or developed documents).

Language: Fluency (oral and written) in Ukrainian, working knowledge of English (ability to read and work with documents, written business communication).

Inputs / services to be provided by UNFPA or implementing partner (e.g support services, office space, equipment), if applicable:

Additional services could be provided upon UNFPA request and authorisation.

UNFPA will provide organizational support to the Consultant in communications with the implementing partners, national and local stakeholders. 

UNFPA will provide the consultant with a set of the documents related to the scope of work and results of the previous activities regarding the topic.

Other relevant information or special conditions, if any:

Consultancy fee will be paid upon deliverables as stipulated below: 

  • the first instalment, 20% of the contract amount, within two weeks after the contracting and upon submission of the Deliverable 1; 
  • the second instalment, 40% of the contract amount, within six weeks after the contracting and upon the submission of the Deliverable 2;
  • the third instalment, 40% of the contract amount, within ten weeks after the contracting and upon the submission of the Deliverable 3. 

Any remarks, proposals, complaints or claims to the consultant regarding services being provided in line with these terms of reference should be submitted to the consultant in writing within 10 days of submission of consultancy deliverables or reports by the consultant

The scope of works to be performed by the consultant under these terms of reference, as well as other conditions of the consultancy, could be modified, if required, through a written agreement between the consultant and UNFPA.
