Organizational Setting

The Programme Analyst is located in Country Office (CO) and reports to the UNFPA Representative.

 

The Programme Analyst/RM and Partnership substantively contributes to the development and management of a range of activities to ensure resource mobilization for the UNFPA Country Programme. S/he analyses and assesses relevant partner and donor trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Analyst guides and facilitates the reporting of UNFPA’s programmes by monitoring results achieved during implementation.

The Programme Analyst/RM facilitates the work of programme analysts, consultants, advisors, and

experts and establishes and maintains collaborative relationships with donors and partners in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues.

 

S/he must effectively influence donors and partners from diverse backgrounds to jointly contribute to achieving UNFPA’s mandate. The Programme Analyst/RM is a substantive contributor to the programme team in the Country Office.

Internal contacts include the Representative, Assistant Representative, the CO’s programme/technical team, communications, programme and operations teams. External contacts include other UN agencies in country, and donors and partners in Country programme activities, including international NGOs, experts etc.

 

Main Tasks & Responsibilities

  • In collaboration with the UNFPA Regional Office, Government counterparts, NGOs and other partners, contributes substantively to the formulation and design of the country programme and its component projects in line with donor priorities and according to UNFPA programme policies and procedures. Ensures quality of programme / project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.

 

  • Analyzes and interprets the donor and partner environment relevant to humanitarian assistance, population and development, reproductive health and gender, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, donor strategy documents, national plans, development frameworks and funding opportunities, and prepares briefs and inputs for partner and donor dialogue.

 

  • Expedites and coordinates project implementation establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.
  • Contribute to the effective implementation of CO’s Resource Mobilization and Strategic Partnerships Strategy by i) identifying opportunities for UNFPA’s strategic engagement with donors and partners; and (ii) developing outreach efforts to the donors and partners;
     
  • Ensure UNFPA’s due-diligence screening process on all stakeholders and ensure UNFPA is in line with exclusionary criteria and other policies issued by the UN Secretariat for due diligence;
     
  • Manage partnerships with the stakeholders to achieve excellence in relationships keeping, management of the partnerships, and feed back in order to ensure increase in the number of partners and in the quality of partnerships, loyalty of partners and visibility of partnerships;
     
  • Consolidate awareness among UNFPA staff at CO for strengthening capacity to develop and manage effective partnerships and donor relations.
  • Assists advocacy efforts of CO by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events.

 

Qualifications and Experience

Education:

Advanced University Degree in Social Sciences or related discipline.

 

Knowledge and Experience:

Two years professional experience in the field of social development activities, preferably in resource mobilization.

Proven ability to advocate for and advance a policy-oriented agenda

Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is a plus
